- CEPS Introduces Unique Consignment Reference System (UCR) into Ghana [Feb. 11, 2010] "pdf

The adoption of the Unique Consignment Reference (UCR) concept by the World
Customs Organisation (WCO) was driven by the need for Customs Organisations to
facilitate legitimate international trade while at the same time strengthening effective
audit based controls.
The UCR has been likened to "an electronic staple designed for e-commerce” that binds
together all data concerning a trade transaction, “from initial order and consignment of
goods by a supplier, to the movement of those goods and arrival at the border, through
to their final delivery to the importer".
CEPS intends to once again pioneer customs automation and modernisation in Africa by
introducing the UCR into Ghana. Details

Mr. Ed Richard Kumah Lanyon, has been appointed as the acting Commissioner of Customs, Excise and Preventive Service, CEPS.
He replaces Mr. E. N. Doku who worked with the Service for the past 34 years and retired in August 2009.
Until Mr. Lanyon’s appointment, he was the Assistant
Commissioner, in charge of Customs Operations and Technics at the
Headquarters. He holds BA (Hons) from the University of Ghana.
He joined CEPS in March, 1972. He has distinguished himself in the
Service, working in the following Collections: Headquarters,1972-1978;
Tema,1978-1984; Accra,1984-1991; Ho,1991-1996; Headquarters -ASYCUDA
PROJECT UNIT,1996-1999; Tema,1999-2000; Elubo,2000-2001;
Aflao,2001-2002; Tamale,2002-2003; Sunyani,2003-2005; Accra,2005-2006;
and Headquarters Customs department since 2006 to date.

Samuel Sallas-Mensah has begun a tour of all the Collections and facilities of the Customs
Excise and Preventive Service (CEPS) nation-wide.
The Executive Secretary who was accompanied by Mr Anthony Doku, Director of Research
and Monitoring and Mr Kofi Andoh, Director of Finance at the RABG, the Commissioner of
CEPS, Mr Emmanuel Doku and other top management personnel visited all the Ho and Aflao
